Base for Research on the Building of Local Party Cells in Jiangsu

The grassroots organization is an integral part of the governing system in China. The building of local party cells and community-level governments is one of the key factors in the modernization of the governing ability. Founded in 2011 and managed by the School of Government, Nanjing University, the Grassroots Organization Building Research Base of Jiangsu Province is a joint project of Nanjing University, the organization department of Jiangsu provincial CPC committee, and Macro-Economic Research Institute of the State Development and Reform Commission of the People's Republic of China. Manned by full-time and part-time scholars of different age groups and academic backgrounds, the base has 15 researchers (4 of them are professors, and 5 are associate professors), Professor Zhu Guoyun being the chief expert.

With an emphasis on cooperation between theoretical researchers and practical workers, the base conducts research on the building of local party cells and community-level governments. The base pursues theoretical innovation, offers public policy-making advisory service, and undertakes a dozen of projects on upgrading local party and government leaders. It is aimed at developing and reforming community-level governance and constructing community-level consultation and democracy. Researchers at this base have published more than 20 papers in prominent journals in China. Some of the papers are noted by provincial leaders and higher-level officials.
